JOB SUMMARY:

The Senior Program Manager works closely with the Director of U.S. Programs to set strategic directions for the U.S. Programs office and provide leadership to staff and programming while ensuring the successful development and implementation of the U.S. Programs portfolio. The Senior Program Manager will work in coordination with the Director of U.S. Programs and project staff and partners to support the development, management, and implementation of U.S. Programs, including the Gender Matters and Re:MIX projects, and the LEAD Capacity Building Assistance (CBA) Project providing capacity building assistance to OAH teen pregnancy prevention grantees. The Senior Program Manager will serve as supervisor to U.S. Programs staff to ensure successful implementation of programs.

U.S. PROGRAMS AND ADMINISTRATIVE RESPONSIBILITIES:

· Represent the U.S. Program portfolio to organizational partners, donors, collaborating agencies, and the public health community in order to further the aims of EH’s mission and strategic goals.

· Promote EngenderHealth U.S. Programs by attending local, regional, and national events, meetings, and workshops, and serve as a representative on statewide and national task forces.

· Assist the Director with the development of projects and programs.

· Assist with writing grant proposals, concept notes, and other development initiatives.

· Develop networks and relationships to help cultivate partnerships and opportunities for collaboration.

· Ensure the effective and efficient implementation of U.S. Programs.

· Manage grant requirements, including preparing progress reports and renewal applications, entering data into online tracking systems, and reporting on performance measures.

· Manage subagreements, service awards, and consultancies, and ensure payments to subgrantees, consultants, and vendors have been processed in a timely manner.

· Oversee the day to day management of project logistics, trainings, development of materials, project partner meetings, and other related tasks necessary for implementation.

· Oversee the coordination and tracking of evaluation activities and performance measures, including data management and reporting.

· Develop and facilitate trainings and workshops to promote project goals and objectives.

· Recommend assignment of duties, policy and procedure changes, or programmatic changes to the Director as needed

· Participate in grant meetings and trainings as required by federal grants and local partners.

· Report to supervisor on all programmatic, financial, and operational matters as appropriate.

· Provide administrative support to EngenderHealth Austin office staff as needed.

· Serve as liaison between EngenderHealth, implementing partners, and the Office of Adolescent Health.

· Develop all systems focused on planning, communication, progress monitoring, and reporting, and orient all team members in the use of these systems.

· Oversee the conceptualization, development and implementation of the LEAD CBA Project.

· Develop, improve, and execute project policies and procedures.

ADDITIONAL RESPONSIBILITIES:

· Help build, supervise, and support an enthusiastic team of project staff, interns, and assistants.

· Motivate and empower staff, supervisors, and external partners to achieve excellence as well as performance targets. This includes training, career support, recruitment, and performance management.

· Take initiative to enhance effectiveness and advance U.S. Programs and the organization through cross-disciplinary efforts both within and external to the organization with innovative ideas and activities.

· Maintain a working knowledge of significant events and trends in the field, including staying up to date on research, literature, and teen pregnancy prevention interventions and strategies.

· Able to work flexible hours including evenings and weekends as needed.

· Willingness and ability to travel up to 20% time.

EDUCATION, EXPERIENCE & CERTIFICATIONS:

· Master’s Degree in public health, social work, or related field

· Minimum of eight years’ successful program management/leadership experience

· Minimum of five years providing capacity building assistance and training and technical support to organizations, national CBA preferred

· Preferred experience working with programs designed to prevent teenage pregnancy, intimate partner violence, or other youth development programs

· Minimum of four years of supervisory experience and leading high functioning teams.

· Served as key staff on federally funded projects

KNOWLEDGE, SKILLS AND ABILITIES:

· Demonstrated organizational skills with attention to detail and the ability to manage multiple projects and meet or exceed long term objectives

· Demonstrated training and facilitation skills

· Demonstrated management and leadership skills

· Demonstrated knowledge and experience in the design and implementation of prevention programs

· Demonstrated understanding of organizational systems, effective strategies for teen pregnancy prevention, utilizing implementation science frameworks, adult learning theory, instructional design, and monitoring and evaluation

· Ability to work independently with minimal supervision and meet deadlines

· Excellent professional and technical speaking and writing skills, including grant writing skills; strong analytical skills

· Proficient with online/electronic data reporting systems as well as Microsoft Office software

· Cultural competency and interpersonal skills required to serve diverse populations

· Collaborates with team members in a positive and productive manner

· Must be comfortable and respectful of EngenderHealth’s programming that promotes women’s rights, gender equality, sexual diversity and LGBTQ rights
